Not surprising. I'll bet if you try to send a packet > 1024 you'll get an error too.

That MSDN article is talking specifically about TCP sockets, not sockets in general or raw sockets. I wouldn't be surprised if Windows acts like Linux and won't accept a SO_SNDBUF = 0 for a raw socket either.
