No it is not the "correct" version, it is deprecated. Libnet 1.1.1 will contain an official supported Native NT version which fixes this known problem as well as many others.

http://www.packetfactory.net/projects/nemesis/#libnetnt which has some fixes although I personally don't use or maintain this version so YMMV.
