The US Congress recently approved the Cyber Security Research and Development Act (CSRDA), which reflects a large increase in security spending, much of it towards research. It awaits signature from President Bush. According to CNET, the spending includes "$95 million to give grants to colleges and universities to 'establish or improve undergraduate and master's degree programs in computer and network security.'" Given how many people must start programming in high school, one could argue for even earlier education, but the university level would be a great start.
