Cannot connect from Win2K client to Win2K server

Hello,

I have installed server part of OpenSSH for Windows on a Win2K server, and client part of OpenSSH for Windows on a Win2K client.
Then I rebooted both client and server, created \etc\group using mkgroup -l >> ..\etc\group, and created \etc\passwd using mkpasswd -l -u userx >> ..\etc\passwd for some local users that will be used for SSH.
I checked also properties of OpenSSH server in the server. It uses the local system account and allows interaction with desktop.
Then I rebooted the server just to be sure that all changes were applied.

Now when I try to connect from the client using a DOS window and enter:
ssh userx@server (server is defined in the local HOSTS file) I get the following error:
You don't exist, go away!

When I try to create user keys in the client using: ssh-keygen -t dsa
I get the same error as above:
You don't exist, go away!

What have I missed ?

Shall I copy some files from the server to the client ?
