I have modified the sshd_config under dir /etc/ssh/ and comment out #Protocol 2,1.
Then I used "ssh -v -1 tercel@192.168.0.8", and it give a debug infomation
"remote protocol 2.0" and fail again.:(
But it seems that it doesn't work.

The remote server will only accept v2 connections and you are trying to do a v1 connection. So either enable v1 support on the remote side. Or use v2 and id_rsa/id_dsa keys.
