restrict port forwarding to only one port on one ip

I'm running sshd on a redhat machine connected to internet. I would like to use it to permit clients connexions from internet to one server on my local network. To do this, i use putty and configure tunnel. Let's say i want to connect to 172.16.0.10 on port 23 from internet whereas my linux box is 172.16.0.1 Problem is i don't know how to prevent users from connecting to other machine by configuring their own tunnel. They could for example connect to port 137-139 on my windows machine by guessing the adresses 172.16.0.xxx Is there a way to restrict it whithout setting up a firewall on my linux machine? Thanks
