You just need to create your own CA. Nothing prevents you from doing this. It will be a purely private CA, you'll be able to deliver certificates to your friends, relatives, family members, customers, dogs, or anyone else. These people will then be able to use these certificates for emailing and maybe OpenSSH.

When you hear/read about X.509, don't immediately think of VeriSign, Thawte, or any other commercial CA.
