authenticating against protocol 1 and 2 keys

I am using openssh 3.0.1p1 on server "A" and openssh 3.4p1 on server "B". rsa1 keys have been set up between server "A" and server "B".

I am trying to run "ssh server_B" from server_A. Authentication is attempted using SSH2 but then the authentication method drops down to passwd. I have to run "ssh -1 server_B" from server _A to ensure that SSH1 is used and there is no prompt for password authentication.

Is there anything that can be configured to remove the requirement to specify "-1"? I have tried "Protocol 2,1" in /etc/sshd_configd but this has no effect.

Note - I do not have to specify "-1" when running "ssh server_A" from server_B i.e. the other way
