passphrase vs password (again)

I asked a similar question last week. Here is another try.

When I use different machines (all redhat 7.3 based) to ssh into the same server, I sometimes get asked for passphrase and sometimes asked for password.

Can someone explain why causes the difference? Is there way to enforce the usage of passphrase (or at least set it as perferred)?
