Maybe it is in reference to whether or not the local public-key (which requires
what is commonly called a "passphrase" to use) or the tunnelled password for
the remote account is used?
If this is the case, it's probably dependent upon whether a public/private
keypair exists on the different machines, as well as the configuration on the
remote server. If the remote server is configured to check for a publickey
first, and default to password if it doesn't exist, this will happen. A
system with a public/private keypair will use a "passphrase", while a system
w/o the keypair will use a "password".
