You don't use putty to browse, you use putty (or some other ssh tool) to initiate an ssh session that supports port forwarding to a squid box. This, in essence, turns your local box into a type of proxy server, in conjunction with the squid box that actually proxies your web requests to outside servers. Once you have established the tunnel, you configure your browser to use this tunnel, and browse away. If you are looking at a Windows type of solution, you might want to try Entunnel by VanDyke (http://www.vandyke.com/products/entunnel/). I've used this tool to great effect, and if you aren't used to command line tunneling, it gives you a nice GUI. hth, ~S
