Does all ssh traffic use port 22?

Does all ssh traffic, including sftp, use port 22? If so, how do people handle the marking of QOS/TOS bits to differentiate bulk transfers from interactive traffic under ssh? I am thinking from a router perspective. Can the clients and servers set the QOS/TOS bits on their own? (Opens a different can of worms...)
