Doesn't directly address your question, but SSH can run on any port. For instance, I usually run it on port 23 (normally used by telnet) in addition to 22.

Does all ssh traffic, including sftp, use port 22? If so, how do people handle the marking of QOS/TOS bits to differentiate bulk transfers from interactive traffic under ssh?
