Bill,
You need to verify that the ssh client you are using is a recent version. If you attempt to use an older (version 1) client to connect to a modern sshd then this error occurs.

You may find that the later ssh client has been installed in /usr/local/bin but an older client exists in /usr/bin and your PATH variable lists /usr/bin before /usr/local/bin, this, would naturally execute the older client in /usr/bin.
