You would use -R or -L, but I think you're off track.

It seems you're on the network of a ISP that does not allow outgoing connections to any host on port 25 (but their own mail server). Is that right?

Then if you want to be able to send packets to your correspondants' mail server (port 25), you'd need to open a VPN from you computer to another that is on a network allowing such packets. (You'd have to use pppd over ssh and configure pppd and routing on the peer computer).

The best solution in this case is to change ISP.
