For what it is worth, our SSH2 server (VShell) supports a mechanism for restricting sftp access to certain users or certain groups. And, you could run a different instance with a different set of rules for sftp and shell on the other IPs (like you suggest).

In conclusion, I believe VShell would meet your requirements. We don't currently support the auth banner, but that should be available in the next couple weeks.
