Unfortuately the password expiry patch did not make the no-more-features cutoff for 3.6p1 (3.6.1p1 & 3.6.1p2 were bugfix-only releases) so, no, it's not in 3.6.x. It is still planned for the next major release.

If you need a fix for this now you can apply a patch (against 3.6.1p2), which can be found here:
