This is a known problem [1]. It seems that the configure produced by autoconf 2.57 does not correctly detect the presence of utimes on HP-UX.

The quick fix is to edit config.h, add "#define HAVE_UTIMES 1" and re-run make.

You can also download a rebuilt configure from the bug and use that. You seem to be using the HP ANSI C compiler, so if you do please let me know if it works or not (either email or update the bug) as I was unable to test that.
