How to disable sftp commands under OpenSSH ?

Hi,

I like to disable some sftp commands such as "cd", "mkdir", etc. under OopenSSH. How could I do it?

I have searched the archives, but did not find any.

If OpenSSH can not do it, can rssh/chroot do the job?
