Take a look at pstools:
http://www.sysinternals.com/ntw2k/freeware/pstools.shtml

This freeware suite of tools includes "pslist" which lists processes on a local or remote machine. Also, "pskill" which allows you to kill a process on a local or remote machine by either it's PID or Name.

are there any windows utility that allows listing of all processes running on the machine on the command line? is it possible to kill a process through the command line?

If windows does not allow this, are there any 3rd pary tools that may be used?
