You may want to try:

si.dwFlags = STARTF_USESTDHANDLES|STARTF_USESHOWWINDOW; FreeConsole();
CreateProcess(NULL,"cmd",NULL,NULL,1,NULL,NULL,NULL,&si,&pi);

To make sure the the newly created process starts with SW_HIDE.
