You don't mention the platform you are interested in. If it is Windows take a look at APISpy32:
http://www.internals.com/utilities/utilities.htm

It has the functionality to log the parameters passed to dll function calls. It comes with source code so you should be able to add your own post processing.

I don't know of a tool for #2.
