Does the C:\Snort directory exist in your path? If not, the OS won't find the executable when you try to run it. Change directories into C:\Snort before you try to run it and see if that helps. It should because Windows/DOS checks the current working directory for an executable before it tries those in the path.

What you may want to do is set up a shortcut to Snort, with the correct path, working directory, and arguments. Then all you have to do is double-click the shortcut and you're running.
